Get a satellite phone from Sergei at Nikolai's restaurant.

Talk to Nikolai after successfully taking him to the bunker. The restaurant is located in the city which you'll reach during Act II. The restaurant is located a bit southwest of the church as seen here:

Locate Sergei inside and talk to him to update the quest. The next part of the quest will wait until you've reached the jungle. Once you've reached the jungle, you'll get a main quest titled “Chasing Shadows”. Track the quest until you get the objective to recover the weapon boxes. You may need to kill some enemies guarding the boxes. Follow the road east and you should see a pickup truck.

From this point, you can resume tracking this quest. Follow the road until you see a large tree trunk. Just go through there and wade through the foliage and you should see the entrance to the bunker.

Voice from the Sky

Get up the upper platform to find a Razor Mod blueprint on the table and the satellite phone as well. Pick up the phone to complete the quest.
