You can do this quest later, not until you've unlocked the Lighthouse and leveled up a bit. Head to the gas station and approach Satthis by the broken window. Next, talk to Dan Mark to update your quest. Exit to the back door then climb up the roof. Next, jump inside then quickly remove the barricade. Kill all zombies then head inside.

Turn on the power unit in the corner of the room then remove the barricade. Get an empty canister then place it beside the pump. You need to press and hold the button to refill the canister. Take note that several infected will arrive by intervals so be prepared. In case you need HP, there are vending machines inside the gas station that have $5 Energy Drinks. Once filled, take the canister and put it on the back of the truck. Now get back to the truck and drive your way back to the Lifeguard Tower. Take the canister then place it in front of him. Talk to him to complete the mission.
