When you talk to the angry citizen he tells you about a mad woman who is sneaking coins into the pockets of the people in the district.  You need to chase and catch the Thief to complete this mission -- using Eagle Vision you need to search the area until you get a CS showing you the Thief.

Now chase after her and use 'B' to perform a Hook-Sweep to knock her down, and then talk to her to learn a little about her before you invite her to join the Guild.

Congratulations, that was your final Assassin Apprentice Memory!  You have done well!  Now each district has a bunch of regular recruit opportunities for you to use as you train your Apprentices to Level 10 and assign them to foreign Assassin's Dens in the process of fulfilling the requirements for the Mediterranean Defense game!
