Travel to Andreas Island first. The target is boarding the enemy ship that is docked in this location. Stealth swim to reach the far end of the enemy ship, then jump inside and finish everyone on the ship. This ensues you have already assassinated the target as he is part of the entire enemy ship's crew. Collect the reward afterwards.

Go to Abaco Island first and dock at the shore. Head to the restricted area and turn on Eagle vision.
