This is a hidden mission inside Old Haven. As you enter the zone head to the left and you'll see a group of dead bodies. Check the audio log device for your mission specs. The first key is right there. The other 2 are marked on your map and are right next to more groups of dead bandits. Once you get all 3 keys, head back to where you got the mission and enter the large locked safe. This will spark the next mission to actually find the treasure. You need to fast travel to the Dahl Headlands. Grab a vehicle and head to the top of the level. It's off the edge of the map. Just look down and open the small building to get your prize.
