There isn't much for you to do here. Head inside the lighthouse, checking the barrels for items and money before heading to the top of the structure, where you must ring the bells in the exact order and frequency shown on the paper that Booker has.

It takes quite a while for the device to open so just wait and then sit on the chair inside when it finally does let you in. Written in the Clouds achievement / trophy unlocked.
