Family Ties

Head to Sylvia's house and clear the enemies inside. Breach her room and examine the bill, notes and search her bags as well. This will update the quest. Exit the building and head to her parents' apartment.

Enter the her parents' apartment and search the area. Return to the bedroom and pick up Sylvia's photos. Bring the photo back to Marvin afterward.

Reunited

After obtaining Sylvia's picture and completing Marvin's sidequest “Family Ties”, head to the makeshift hospital and talk to the blonde woman on the bed near Dr. Cecil to find Sylvia. Talk to Marvin afterward to complete this quest.
