This is a hidden quest. In the Rust Commons East there is a open area that is covered by water with some large plants growing. In the center is a small shanty building with Stance standing outside. He wants you to close off the water to the area to kill the plants. The valve is in the open at a small outpost. You need to use it in Jaynistown. It's located at the top of the building on the right just before you head into the small arena in Jaynistown.
