Not necessarily pay-to-win in concept, but they do speed things up for you. A bunch of them can be earned easily for free as you play the game too. One by simply linking your Nintendo account (if you don't have one, just make one in their website), and another way by simply linking your social network accounts like Facebook or Twitter. There are a couple few quests/missions which happen to reward you with leaf tickets to. Basically, you're pretty much rewarded a handful up until you reach Level 30 to 40 in the game that can even buy you special items like the K.K. sliding chair and Tom Nook's Chair which are sold 250 Leaf Tickets each.
