Well as I'm sure you would've found out by trying to get a Hitmontop, Tyrogue can evolve into three different kinds: Hitmonchan, Hitmonlee and Hitmontop. It evolves into one of these Pokemon at level 20.

The way that a Tyrogue evolves relies entirely on it's statistics. It considers both the Attack and Defense stat of the Tyrogue when it attempts to evolve. If the Tyrogue's Defense stat is higher than it's attack stat, it will evolve into Hitmonchan. If the Attack is higher than the Defense, then Tyrogue evolves into Hitmonlee. Now finally, for Hitmontop, Tyrogue's Defense and Attack at the point of evolution must be the same number. Using Vitamin items that increase Defense (Iron) and Attack (Protein) are preferable for controlling your Pokemon's stats in order to obtain the evolution you'd prefer.
