I tried many things about in didn't workMaster of ghosts. answered:
You need the Silph Scope to see it, which you get after you beat Giovanni for the first time under the Celadon Game Corner. The ghost is that of Cubone's mother who died trying to escape from Team Rocket, so in other words it is quite a high level Marawak, beat it and then go up and save Mr. Fuji and you get the pokeflute!

You have to have the spith scoce first to identify the ghost and battle it and make it faint.

To get past the ghosts in Pokemon Tower, you must Defeat the Team Rocket Boss in Celadon City. Then get the item he leaves behind called the Silph Scope. Now you can see ghosts and get pass the Lv. 30 ghost at the top which is Marowak. Although, you cannot catch it.

You need to get a Slipth Scope which you can get by beating Team Rocket in Celadon City if you talk to the poster in the Game Corner.

Blah blah blah about the Silph Scope, just go to the Celadon Department Store and buy a pokedoll, then go to the ghost and use a pokedoll. It's just like you have a Silph Scope and you beat it except you don't have the Silph Scope.
