You have to go to the rocket casino place in celadon and beat them up. When you travel in their hideout you will find a silph scope which you use to identify the ghost and beat it up to.

You get the SILPH SCOPE after defeating Giovanni in the Rocket Hideout beneath the Celadon Game thing. It appears when he disappears. You DONT get it at silph. NOTHING happens at SILPH CO. Unless you have already beaten the people at Celadon. Then you get up, and rescue poor Mr. Fuji, after which you get the PokeFlute.

You go to the game place (in celadon) talk to the Grunt and battle him. Talk to the poster and go down the stairs. Get the key and go to the 1st floor again. Look for an elevator and go in. Select the 4th floor (with elevator) battle the grunts by talking to them. Then the door will open. Battle the man(Giovanni) in the chair. After that he'll give the silph scope and leave. Take it to the tower to identify the ghost(cubone's dead mother, Marowak)battle it and go to the top
