Kick the Aquas out of the Seafloor Caern on Route 128, go to the Cave of Origin in Sootopolis City and talk to Wallace within, go to Rayquaza at the Sky Pillar and send iit off to Sootopolis City, and watch the whole show. After you talk with Maxie and Archie and they flee, the gym will be accessible.

You have to awaken rayquaza to stop groudon and kyogre from fighting

You have to go defeat/capture Kyogre then it will be unlocked.

Get rid of team Aqua. Awaken Rayquaza so he can stop kyogre and groudon from fighting.
