To get a Stelix you have to Trade with a meatl coat attached.

I traded my onix while holding a metal coat and it did not evolve into a steelixsqurtilemaster1 answered:
To get a Steelix from an Onix you need meatal coat you find that on a small memorial Island. Give it to Onix to hold. Trade your Onix with someone else walla, it will Evolve straight after trading. Trade back and you've got a Steelix.
