You should go catch and breed a machoke. It works in Diamond, but I'm not certain if it will work in crystal.

After beating the elite four, prof elm wants me to talk to someone, who is that person?

You should receive the SS Ticket from Professor Elm in New Bark Town after you have defeated the Elite Four. If you defeated the Elite Four, you should be able to get it from him. If he asks about the Egg, try showing him the Togepi.

If he doesn't give it to you, try defeating the Elite Four again and see if that helps. If it doesn't, I think something is wrong with your game.
