After capturing Gengar in Chapter 3, it will tell Tim and Pikachu all it knows when they question it. While doing this, Gengar will tell of a secret lab that can be found within the library. On top of this, Gengar will even tell Tim and Pikachu how to Find said laboratory in order to hopefully find the culprit working with it!
In order to find the secret lab within the PCL Library, Gengar will tell you that you must remove books of a certain color from the shelves in a specific order. Once learning this, head to the Library. Once there, carefully pull the Book with the yellow spine, then the book with the blue spine, then the book with the green spine, and, finally, then the book with the red spine.
By doing this, the entrance to the secret lab with open. Within said lab, Tim and Pikachu will learn more about the chemical known as R!
For their final case, Tim and Pikachu will need to hunt down the three Batches of R that are set to be dispersed during the Pokemon Carnival happening in the Central Square of Ryme City. To begin, it's up to Tim and Pikachu to get Eyewitness Testimony from everyone at the carnival to determine where the R is being held. After learning all you can from all nearby people and Pokemon, and after Emilia arrives back from the GNN Building, you will need to find the three forms of R (Gaseous, Liquid, and Capsule).
In order to Find the Gaseous R, you will need to find the balloons that are set in front of the cameras found in the southwest area of the carnival. Brad and Manetric will arrive after you do, confirming that the Gaseous R is found in the pink balloon. When it comes to the Liquid R, it can be found on the food within the Ice Cream Shopping Stall found in the southeast area of the carnival. Again, Brad and Manetric will arrive and confirm this.
Finally, you will need to Find the Capsule R. Since it's in the form of a capsule, you will actually need to track down the person carrying it. While obtaining Eyewitness Testimony earlier, you should remember a man wearing a yellow hat acting very strangely. Obviously, he is the one with the Capsule R. While going after this man, he will attempt to head down one of the Secret paths another of the witnesses will have told you about. You will need to trap the man with the help of Brad in the middle of the carnival area.
After trapping said individual, Mr. Holiday will arrive and apprehend him. As he does, Mr. Holiday will inform Tim and Pikachu that Keith revealed that there is actually a fourth batch of R found somewhere in Ryme City. It too is to be set off at eight o'clock sharp, which just so happens to be ten minutes away. Quickly, Tim and Pikachu will have to determine where the R must be found, deciding it must be in somewhere in Central Square. Once you arrive in said area, the duo will determine that the final batch of R must be found in the Clock Tower.
In order to explore the courtyard when Tim and Pikachu first arrive at the PCL, you will need to learn the passcode set on the door. Nina, one of the researchers at the PCL, will tell you that Wallace, another of the researchers, wrote an equation to figure out the passcode on the whiteboard in the Meeting Room.
If you the go to the Meeting Room, you will see a chart at the top right corner of the whiteboard. As you do, you will then be prompted to check the plants and books throughout the facility to help you figure out the new passcode.
By doing this exact thing, you will learn that the passcode Wallace set is the following: Triangle (Rotom), Star (Garbordor), Diamond (Trevenant), Square (Fennekin).
