You'll get this mission after clearing the Clock Tower of the militia and restoring Oracle's connection to the mainframe. Head to the Lady of Gotham island in the middle of the city. Head to the location and you'll be placed inside an electrified cage with a crazy mob. Take them all out then use your REC to shut down the generators. Once done, grapple to the grates inside his cage to take him out. Mission complete.
