Talk to Isabelle and inquire about the residents’ Satisfaction. Maintaining and improving the town based on the residents’ feedbacks will allow you to get a Perfect Town rating. Keeping this status for 15 days will earn you a Gold Watering Can from Elizabeth.
Note: If you happen to live as a resident of another town with the same rating, you can still get the Gold Watering Can along with other players and the mayor by talking to Isabelle on the 15th day.
Perfect Town unlockables:
Town Hall Exterior Upgrades: Get a Perfect Town rating once and talk to Isabelle.
Flower Clock (Public Works project): Get a Perfect Town rating once and talk to Isabelle.
Jacob’s Ladder flower: Appears randomly on days when you have a Perfect Town rating
Gold Watering Can : Maintain a Perfect Town rating for 15 days.
Perfect Town requirements:
Credits to: Bidoofcrossing
1. Less than 10 weeds.
2. Less than 10 items on the ground. (Not counted: sea shells, fruits, mushroom, flowers and buried pitfall seeds, gyroids, fossils)
3. No rafflesias
4. No garbage (on the ground or buried)
5. At least 10 public works. Dream Suite and Fortune-teller not counted, as well as the upgrades for Museum, Town Hall and Station.
6. Plant lots of trees and flowers.

OMG! it is so hard to get the perfect town I checked with Isabelle and this is what she told me, "Goodness gacious even from an academic standpoint i must say this town is becoming quite good if the town grows like this i have no doubt that its value wil keep soaring even higher eh wot"

You need 110-200 trees and over 75 flowers for perfect town status
i have only like 60 trees does bamboo count

I pulled weeds, have enough trees flowers, and over 10 pwps which are all benches, flower beds, and fountains. What else do I need @-@

You must have 150 to 100t trees and over 50 flowers
A Jacobs latter is a type of Flower it has three white part that droop down

Do you have to arrange your flowers in a nice way or just let them be mixed all over the town? And do you have to grow rare flower colours or leave them normal? Someone plz answer this!!!!!!!!

yes because sometimes your town folks will go down there
read the white part after the sight seeing part that will tell you

OMG today, I was walking around my town, contemplating what the next step I had to take was and then I saw it... a jacob's ladder. I then proceeded to sprint to my town hall and ask Isabelle about the satisfaction rating, which of course was PERFECT! I next started the flower clock project and plan to reno. my town hall soon. Best of luck to you all.
(TIP: MAKE SURE YOU HAVE "BEAUTIFUL TOWN" ORDINANCE IN PLACE THIS MAKES IT SO SO SO MUCH EASIER. I EVEN FEEL LIKE IT IS NEARLY IMPOSSIBLE WITHOUT IT. IF YOU DON'T HAVE IT IN EFFECT, GET READY TO PULL WEEDS, PLANT TONS OF FLOWERS AND PULL UP DEAD FLOWERS EVERYDAY.)

Isabele said that my town is popular for sight seeing does that have anything to do with how much my friends visit my town? cus alot of people visit and what does she mean when she says they would like to see you dedicate more time to resorses

TIP: Don't plant too much trees. Otherwise, they will say your town is undeveloped!
all you have to do is save up 40 medals and when its on sale on the island buy it. [you can get medals by going on tours]
