Strongest Pokemon in emerald based on base total stats(no legendary)?

Other than Legendary Pokemon, Dragonite, Tyranitar, Salamence, and Metagross are the strongest Pokemon based on their stats. Each of them have a combined total of 600 between all of their stats.

Slaking with 670 total base points.

Slaking with 670 total base points. It has 160 attack , 100 speed and 150 deffense (not sure about deffense). At base status it's the strongest no doubt.

Any DRAGON and or STEEL type pokemon. Hope it helps.

These are personally some favourables.

Ursaring is a good sweeper.(Slash, Rest, Snore, Torment/Thief)

Salamence for sure because of his high ATK and SPEED(Focus Energy and Dragon Claw are recommended)

Dodrio is also a good sweeper with Tri Attack.

Muk is very good for stalling.(Minimize, Sludge Bomb recommended)

Dragonite is a very versatile fighter with well rounded stats.

Umbreon is a good staller/tank.(Moonlight, Faint Attack, Double Team recommended)

Cacturne is very evasive and high ATK.(Sandstorm, Double Team mandatory, Focus Punch, Needle Arm recommended)

Chariard, Salamence, Aggron, Tyanitar, Metacross, and Flygon is imo the best team.

Dragon types are going to be a bit bad against Wallace since his Milotic has Ice beam

It's the best team you can ever have. Milotic to last in any battle sice that it has a very high defense and Sp defense and toxic to slowly kill off your opponent. Absol has a very high att stat and an ability to increase it's critical ratio by one stage, stack up with swords dance to boost it's attack, slash can be very deadly. Aggron has the highest defense in Gen 3 and it's ability to prevent recoil damage makes double edge one of the best move to kill of any Pokemon and thunderbolt to counter water types. Altaria has a very balance stats and mainly on defense and Sp defense making it last in most of the battle so if it face any dragon type Pokemon, it won't faint as fast as other dragon type. Raichu has the highest speed and Sp att for electric type excluding jolteon since you can't get an eevee in emerald unless you trade from fire red, volt tackle is a special move for pichu pikachu and raichu, a 120 power and 100 accuracy a very powerful move but has high recoil damage, so I suggest to make a one turn kill if you're using raichu. Blaziken is the best fire type you can get in emerald the movesets are built to counter almost any type of Pokemon you encounter.
I hope these can help you build your most powerful team. But if can get a chance in trading from firered please do so cause they are more pokemons that are more powerful then emerald.

Milotic is the best especially for the elite four Drake because he uses dragon types and milotic can learn ice beam ( a very strong ice moves ) .

For me Slaking is the most powerful Pokemon in emerald... Slaking is over powered if you can remove it's truant ability... For my theory, the creator of Pokemon balanced Slaking's power by putting it truant ability... Hope helps
