Go to the far end of the roof , utilize eagle vision, locate the target, use the trees above to reach the target, then air assassinate when him when you get the chance.

Follow Vance along the way first, then enter the green zone. Follow the targets while eavesdropping them. At the marketplace, get some cover behind the last stall on the left, then corner assassinate the thief that will approach the scene. Start following again. At some gallows, hide behind the western area, then corner assassinate the next thief. From here on out, just keep using covers and hiring dancers to stealthily eavesdrop, all while silently disposing of any unwanted thieves.
