Activate the 4 loudspeakers in Shanty Town.

You need to find the loudspeakers and activate them. Don't worry as they're all marked in the map. Follow the trail and you should see a ladder. Take that and carefully approach the makeshift hideout across the wooden plank. Clear the enemies inside (there are two free molotovs inside too) then fix the loudspeaker.

Head to the second loudspeaker. You can't reach it immediately so look for the ladder in the adjacent building to the east.

Cross the wooden plank to the next loudspeaker then climb the ladder down to reach the control panel.

The third speaker is somewhere close by. Climb back up then cross to the next building south. Take out the undead and the thug guarding the next speaker.

For the last speaker, find the platform in the middle of the street west of the building it was on. Jump to the roof of that building. Just be careful since there are two suiciders in there.

Finally, return to Garrett to complete the quest.
