Like the other two, talk to Garett again to get this quest. The first speaker is located in the quarantined portion of the city, where there are an infinite and quick respawn of infected. This part is a headache and you'll end up dying multiple times. Just avoid staying in one place and keep moving to the speaker. It should be on the side of an apartment with wooden planks to reach it.

Once activated, make your way to the second speaker then find the ladder in the location below:

Climb the ladder and carefully approach the loudspeaker. There are punks guarding it so take them out first.

The third speaker should be in the same rooftop, on the other side. However, you won't be able to jump back so you have no choice but to jump back to the ground and climb the same ladder again. The loudspeaker can be found to your immediate right.

Report to Garett to complete this quest.
