Give it to a Porygon to hold, and then trade Porygon. It will evolve into Porygon2 once traded.
The Up-Grade, when held by a Porygon, will cause it to evolve when traded.
If you give it to a Porygon and trade the Porygon to any generation 2 Pokemon game, it will evolve into Porygon2.
Have Porygon hold it when it is traded and it’ll evolve into a porygon2.
