Turn off the electricity in the area.

This is automatically given to you as soon as you reach the southwestern gas station. You need to turn off three switches, as marked in the map. For switch A, you need to find a van with crates on and in front of it and use it to get over the fence.

Clear the warehouse and turn off the power unit. Remove the barricade to open the gates then turn off the second power unit.

Finally, head to the third power unit near the tunnel. There will be burning infected that will attack from time to time so quickly kill them then arrange the nearby crates so you can reach the ladder. The quest is completed after turning off all switches.

Though there is no exp reward for completing this quest, this will enable you to get the ID card on the roof of the store and destroy the skylight to gain access inside the store. There are juice packs here that are needed for the main quest “Seek and Loot”.
