After you beat Flannery you have to go to Petalburg and challenge Norman (your father).

Go back to Mauville then Verdenturf. Go through the tunnel and you should be in Rustboro. Go to Petalburg and challenge the gym leader.

U have to go beat you're dad (norman the gymleader) in petalburg city.

You have to either take the tunnel to Rustboro and then to Petalburg or sail with Mr. Briney to Dewford and then to Petalburg woods and walk to Petalburg to beat Norman the gym leader, your dad.

First go to the Route 111 desert with the Go-Goggles you just got. Make sure you get the fossil from the Mirage Tower. By the way, the other fossil is in the tunnel behind the Fossil Maniac's house. THEN you go ahead and challenge your dad in Petalburg to a gym battle, I'm sure he won't mind getting his butt kicked :DD
