If you use the emulator it IS an app...die_zombie answered:
Nothing happens, you just have them all, but you must know that there are 28 unowns now, because they added a "?" unown and a "!" unown

No, the roaming beast appears when you've defeated the Elite Four.

The beasts appear after you get the National Dex, but I got all 28 Unown too and I guess that since nothing happened, I wasted about 45 minutes of my time. 1 of them was shiny Guest answered:
Noting happens all of you have no life because every body knows when you get all 28 you become unbitabel when you but them in box 13 and it makes it easyer to cach the 3 legandary dogs
