When you participate in this event you will be attacking the time traveler for rewards of spray paint which you will be able to use to permanently increase the stats of any type of soldier. Attacking the time traveler is risky because the troops you lose in the battle cannot be healed in hospitals. Basically the time traveler trades your power for his spray paint so this event is only ideal if you have power you don't mind parting with.
