What would be the best move set for Dragonair/Dragonite??

Hyperbeam,Blizzard,fire blast and proberly thunder
I would say that will be a good choice as you have elemtal moves.
Dragonites are very hard to train but it will be worth it as it is very good.

They have better attack than Special, so I think giving it physical attacks would be better.

Mine knew Outrage, Waterfall, Zap Cannon, and Wing attack, and it creamed everybody. Another good moveset is Blizzard/Ice Beam, Thunder/Zap Cannon, Fire Blast, and Hyper Beam.

I got the special dratini with exstreme speed and raised it until it evolved into a dragonair then gave it an ever stone so it didn't evolve into a dragonite and at the moment her move set is
Hyper beam 5/5 power 150
Outrage 15/15 power 120
Dragon Rush 10/10 power 100
ExtremeSpeed 5/5 power 80

A good/decent move set for dragonite would probably be
Thunder/thunderbolt
Fire punch/flamethrower
Dragon rush/dragon pulse
Earthquake

Dragonair, as well as dratini and dragonite have higher attack than sp atk so don't use sp atk moves. You want: extremespeed(if you can't then slam works)/outrage-dragontail(outrage is better)/thunderwave-toxic/waterfall-aerial ace/earthquake Hope this helps!

Also instead of slam as back up use strength because slam hits for 80 damage with 75% accuracy while strength does the same for 100% accuracy

headbutt has slightly less damage (i think 70?) but carries with that 30% chance to flinch. free turns with flinch hax is huge on a poke like Dragonite. it doesn't say it in the description of the move in Gen 2 but Twister also lowkey causes flinch. the chance is slightly lower though, i think 20%

A good in-game moveset for Dragonite would be:
-Earthquake
-Extremespeed
-Ice beam
-Thunderbolt
Earthquake makes great use of Dragonite's Attack stat and provides great coverage. Extremespeed is powerful and fast which makes is great for finishing opponents. Ice beam takes down other dragons and gets rid of ground Pokemon which could otherwise use rock moves. Thunderbolt is there to get rid of water types who will use ice attacks.

EDIT: I just realised that Dragonite can't learn Earthquake in gens 1 & 2 so Dynamic Punch, Hidden Power fighting or Hidden Power geound would make good replacements. You could also try flamethrower but it's probably better to have 2 physical moves on a Dragonite.Guest answered:

This set allowed me to sweep the elite four with just Dragonite on gold
Dragon Breath/Outrage: Power vs PP and Confusing Yourself vs Potentially leaving opponent with paralysis.
Fly/Wing Attack: Power vs PP
Blizzard/Thunder/Fire Blast: All about the same. Fire Blast gives best accuracy. Thunder gives most PP. Don't know about Blizzard yet.
Iron Tail/Hyper Beam. Iron Tail deals with the very annoying Ice-Type attacks against Dragonite. Hyper Beam is for raw power.
