Surf would be located in Petalburg, I believe. Go into the house located to the left of the gym after defeating the gym leader there. Old couple should give it to you.

After beating the gym leader in petalburg goto the house next door then talk to the oldman then there you got HM Surf

alright this is how you really. get surf you have to beat the Petalblurg gym leader then. Wally dad give it to youGuest answered:
Defeat first the Lavaridge Town gymleader. After that, go back to Petalburg City; where you can fight Norman, your Dad. Defeat Norman and after that, Wally's dad would come to you and bring you their home and give you the Surf HM.
