Where can you get the best TMs?

Earthquake...You can get it in the Magma Hideout..Before you confront Groudon...you will get it..Dragon Claw...you will get it somewhere in the game..i just forgot where..Shadow Ball is in Mt.Pyre....The other TM's can be bought or cheated.

Dragon Claw is in a small room way in Meteor Falls where Bagon can be found. There's almost all water in the room, and the TM is on the other side of it, but you'll need Waterfall to get up to where you can gain access to the way to it-if you have a lot of trouble, just go to a walkthrough and follow the directions as it takes some manuevering to get there.
I don't know what else you're looking for or I'd tell you, sorry, "best" isn't descriptive enough, so if there's another one (or more) you'd like to find, ask again, OK.
BTW-If you run into Nicolas in there, after you fight him the 5th time, you can steal a Dragon Fang off of one of his Pokemon!
