Where do I get a bike voucher to cross cycling road?

You get the Bike Voucher from the chairman of the Pokemon fan club in Vermillion City. Go back to the bike shop in Cerulean City and talk to the guy at the counter. He'll give you a bike for free.

Defeat the 5th gym win the race at the ranch and go to the pokemoncenter once you defeated Koga and heal your Pokemon and you will get a Bike from nurse joy

the guy in the other side of the gym will tell you how to get in to the gym

You get it in the Pokemon centre from nurse Joy in Fuchsia City. She gives it to you because she wants you to deliver some medicines down the cycling road in ash gray.

You will see invisible walls, you have to go past them and stand where the gym leader usually stands and koga appears behind you.
