I think in mt.pyre and that's the only one!! You need to cheat to get more.

You need to go to the top of Mt.Pyre while inside the tower. Battle all the trainers that stand in your way and you will have shadow ball.

In Mt. Pyre and if you still want more TM's Shadow Ball, you can get it from Pokemon XD.

First you get to route 121 you will then see Team Aqua saying to go to Mt Pyre you then go down to the south and go to Mt Pyre then you go up each floor on the final floor there is the tm shadowball on the south side.
