You must meet bill in ecroteec city [not sure of spelling] then go to his house in goldenrod.
Just go to his house which is in Goldenrod City.
It's by the entrance to the Underground near the poke center.
Talk and he'll give you Eevee.
And if you want more than one take a ditto and Eevee wants you have the one from bill at goldenrod city and create eggs that will give you more eevee for all their evolutions
From bill after you talk to him in ecruteak city go back to goldenrod, then go to his house near the underground then talk to bill and he will giva you an eevee, voila, you have Pokemon that can have 7 evolutions!
You can find one in the area just before violet city
In a house next to one of the 2 entrances, into the tunnel, the one closest to the Pokecenter
