In slowpoke well,use strength and then find your way to the water part and then a man (looks like a scientists) will give you a king's rock for free.

In Azelea Town, go to the slowpoke well and continue in it till you get to some stairs after surfing over some water. If you go left there will be a man and he willl give you kings rock.

You can also find them attaced to wild Poliwhirl sometimes too.

You can get kings rock from the Slowpoke well where you use strength surf and go to the island on the left and there will be a guy that is walking around and when you talk to him he will give you a king's rock.

You can get it from the man at the far end at the bottom level of the Slowpoke Well.
You can also get a King's Rock by catching a Poliwhirl. Sometimes it holds one.
