Talk to the person in their house on the left of the gym.

In Ecrutik, just to the right of the gym there is a house, go in and talk to the person and say yes when he ask's you a question and he will give you an item finder.

Go in the house nex tot the gym in eckruteck city an dtalk to the guy in the house.

In Ecruteak, there is house to the right of the Gym containing a man who presents it to you.

You get it at Ecrutec City at the right house of Morty's gym. Hope I helped
