When you go down the hole in the chamber behind the waterfall in Meteor Falls, go for the ladder to the west rather than to the north (you'll find TM23 (Iron Tail) along the way). Go in the hole and go to the end of the tunnel to find Steven. Defeating him doesn't give you anything; you can already get Beldum from his home in Mossdeep City.

For me there is no hole where you would find iron tail. Idk if it's because I'm on sapphire but I want to level up my Pokemon to 100 and I need him so please help me

I can't exactly tell you how to get to steven, but I could tell you where to get beldum. Go to mosdeep city and go to Steven's house.
Ps. I think you need to beat the elite four first to get the beldum in Steven's house.
Pss. You need to beat the elite four to battle Steven in meteor falls.

Defeating Steven will not give you a Beldum. Instead, after deafeating the Pokemon League, go to his house at Mossdeep, there you'll his note and a Pokeball of Beldum.

Remember where you get TMxx Iron Tail? There should be a new hole in there in the cave where you can get Solrock but be careful in battling him. His Pokemon are way too powerful. I mean you battled with him to thwart Team Magma's plan and his pokemons' levels are ranging from 40-50 then when you beat the e-4, his pokemons' lelvels are now ranging from 71-78. I wonder where did he train?
