After you summon Rayquaza to break up the fight between Kyogre and Groudon in Sootopolis City and talk to Maxie and Archie, Wallace will give you the HM and bid you entry into the Gym.

Im playing just regular pokemon emerald on myboy emulator and I finished the Groudon and kyogre problem but Wallace didn't give me the hm waterfall so now I can't get to evergrand city

You probably used the sky pillar warp code and didn’t engage Wallace on the first floor . I did the same thing lol and now that I go back to see him, he’s stuck thereCharizard m answered:
When Rayquaza stops Groudon and Kyogre from fighting, Wallace ( the ex- gym leader) will be outside the Sootopolis Gym and he will give you the HM.

I Believe once you Help out Wallace with the Groudon Kyorge situation (which may include waiking rayquaza) he gives you it as a gift

I think it's in Magma's hideout in Jagged Pass. You need to get the Magma Emblem before you can go in though.

Found out the answer to this lol. If you don't tall to Wallace when you go to sky pillar, which means you used a gs to warp to the top (I know because I'm lazy and I did it myself), he isn't there when you go to the gym. He's still at sky pillar but he doesn't say anything if you attempt to talk to him. Kinda f*cked up lol
